Parliament of Zimbabwe Invites Citizens to Comment on the Constitutional Amendment Bill No. 3

The Parliament of Zimbabwe has called on citizens to submit their views on the proposed Constitutional Amendment Bill No. 3.

This legislation could significantly alter key provisions relating to presidential selection and tenure, among other governance issues

In a statement issued this week, Parliament said the invitation for comments is in line with constitutional requirements mandating public participation in the law-making process.

Legal Basis for Public Consultations

The legislative body cited Section 328(9) of the Constitution of Zimbabwe, which compels Parliament to seek public input immediately after notice of a Constitutional Bill has been given.

According to the statement, lawmakers are required to invite members of the public to express their views both at public meetings and through written submissions, as well as to provide facilities to enable meaningful participation.

Parliament said the consultations are part of efforts to promote participatory democracy and ensure citizens have a voice in shaping constitutional reforms.

How to Submit Comments

Members of the public have been encouraged to submit written contributions via email to clerkcoparlzim.gov.zw or deliver them physically to the Parliament Building in Mt Hampden, Harare.

Submissions must be made by Friday, 15 May 2026.

The legislature indicated that dates for public hearings on the Bill will be announced in due course.

INVITATION OF PUBLIC COMMENTS ON THE CONSTITUTION OF ZIMBABWE AMENDMENT NUMBER 3 BILL, (H. B. 1, 2026)

Section 328(9) of the Constitution of Zimbabwe provides that: “(4) Immediately after the Speaker has given notice of a Constitutional Bill in terms of subsection (3), Parliament must invite members of the public to express their views on the proposed Bill in public meetings and through written submissions, and must convene meetings and provide facilities to enable the public to do so”

In compliance with this peremptory constitutional provision, and as part of public consultations meant to enhance participatory democracy, Parliament of Zimbabwe is inviting comments on the Constitution of Zimbabwe Number 3 Bill, H.B. 1, 2026, for consideration by the relevant Committee(s).
Comments must be submitted to the following e-mail address: clerkcoparlzim.gov.zw, or physically at Parliament Building, Mt Hampden, Harare, by Friday 15 May 2026.
Public hearings on this Bill will be announced in due course on dates to be advised.
