At this point, Superintendent Pillay, who was conducting his duties as a traffic officer, noticed the suspiciously parked minibus taxi near the Road Traffic Inspectorate (RTI) Groutville offices. Unaware of the ongoing robbery, he approached the vehicle to investigate.
