City of Harare Warns: Property Fraud on the Rise – Key Steps for Buyers

Spike in Fraud Cases Prompts Urgent Advisory

The City of Harare has issued a public notice warning potential property buyers about a surge in fraudulent activities. The advisory warns about the growing risk of scams by unverified agents.

“We have received numerous complaints regarding bogus real estate agents defrauding buyers,” said Acting Town Clerk Engineer P.M. Moyo in the notice. “To safeguard yourself, always verify the authenticity of property transactions with the City of Harare before proceeding.”

The notice advises buyers to take several precautions to avoid falling victim to property fraud.

Four Critical Steps to Protect Your Investment
The City of Harare outlined a four-point checklist for anyone looking to purchase property:

  1. Verify Ownership at the Deeds Registrar
Buyers must confirm that the property is registered and that the seller has the legal authority to sell it.
  2. Check Zoning and Land Use
It is crucial to ensure the land is zoned for the buyer’s intended purpose, whether residential or commercial.
  3. Consult the City of Harare
The City encourages buyers to reach out for guidance on proper purchasing procedures.
  4. Avoid Unverified Agents
The notice warns against dealing with agents who cannot provide documentation or fail to verify their credentials.

“An informed decision is a safe decision,” emphasised Engineer Moyo.

In light of these cases, the City has opened its doors to assist the public in ensuring legitimate transactions.

The notice urges individuals to visit the City Valuation and Estates Management Division (CVEM) on the 1st Floor of Rowan Martin Building for verification.

“We are here to help. Protect your investment by consulting with us,” added Engineer Moyo.
