President Mnangagwa Names Stephen Mutamba as New ZRP Commissioner General

President Emmerson Mnangagwa has appointed Deputy Commissioner General Stephen Mutamba as the new Commissioner General of the Zimbabwe Republic Police (ZRP), succeeding Tandabantu Godwin Matanga.

President Mnangagwa Appoints New ZRP Commissioner General

Deputy Commissioner General Mutamba will officially assume his new role on January 1, 2025. The announcement follows the retirement of Commissioner General Matanga, who will step down on December 31, 2024, after years of service.

Appointment Confirmed by Official Statement

The appointment was confirmed in a statement released on Friday evening by Dr Martin Rushwaya, Secretary to the President and Cabinet. Dr. Rushwaya explained that the decision was made in accordance with Section 221(1) of the Constitution of Zimbabwe.

“In terms of Section 221(1) of the Constitution of Zimbabwe, His Excellency the President, Cde. Dr. Emmerson Dambudzo Mnangagwa has appointed Deputy Commissioner General Stephen Mutamba as Commissioner General of the Zimbabwe Republic Police. The appointment is with effect from 1 January 2025,” the short statement reads.

Mutamba’s History in the ZRP

Stephen Mutamba has held various leadership roles within the ZRP. In 2019, he was reassigned from Crime to Operations, and in January 2021, Commissioner General Matanga reassigned him from Operations to Administration.

Deputy Commissioner General Mutamba was added to the U.S. sanctions list by the Office of Foreign Assets Control (OFAC), which accused him of undermining democratic processes and institutions in Zimbabwe.

According to OFAC, Mutamba was designated under Executive Order 13469 for actions that threaten Zimbabwe’s democratic environment.
