ZACC Reveals Details of US$88M Goat Tender Fraud: Mike Chimombe and Moses Mpofu Used Bogus Company
The Zimbabwe Anti-Corruption Commission (ZACC) has given an update on its investigation of Mike Chimombe and Moses Mpofu for theft of trust property and money laundering.

Allegations and Investigation Details
ZACC investigators, led by Mr Chapwanya, launched the investigation following allegations that Chimombe and Mpofu received US$40 million from the government through their company, Blackdeck, to supply goats for the Presidential Goats Scheme, which aims to support underprivileged households. Instead, they allegedly used the funds to purchase luxurious mansions and vehicles.
“On 23 May 2024, team Chapwanya was allocated to investigate cases of Theft of Trust Property as defined in Section 113 of the Criminal Law [Codification and Reform) Act Chapter 9:23 and Money Laundering, as defined in Section 8(2) of the Money Laundering and Proceeds of Crime Act [Chapter 9:24], reported against the accused persons where it Is alleged that the accused persons were paid US$40 million by Treasury for them to supply and deliver goats meant to support the underprivileged households across the country under the Presidential Goats Scheme. It is further alleged that after the accused persons received the said funds from the Treasury, they did not deliver the goats as agreed but they went on and converted the funds for their own use through purchasing luxurious houses and vehicles,” part of the update by ZACC investigators reads.

Mike Chimombe and Moses Mpofu Used Fake Company to Secure Goat Supply Contract
ZACC’s investigation revealed that in November 2021, the government entered into a $87.7 million contract with a company called Blackdeck Livestock and Poultry Farming, represented by Moses Mpofu, to supply over 600,000 goats over five years. However, ZACC found that no such company is registered in Zimbabwe. The registered company is Blackdeck Private Limited, with Mpofu and Phinas Hazvineyi Kabisira as directors.
The Ministry of Lands agreed to make an advance payment of 30% to Blackdeck towards purchasing the goats. On 21 April 2022 and 29 June 2022, the Ministry transferred ZWL$901,294,200.00 and ZWL$698,705,800.00, respectively, into Blackdeck’s CABS bank account. The total amount transferred so far is ZWL$1.6 billion, equivalent to US$7,712,197.10 at the interbank rate.

Pending Documentation From CABS and the Ministry of Lands
ZACC is currently waiting for the Ministry of Lands to provide documents detailing the total number of goats delivered by Blackdeck to date. They are also waiting for a statement from CABS Bank to confirm that the funds for purchasing the goats were deposited by the Ministry of Lands. Both the Ministry of Lands and CABS Bank indicated they would deliver the documents by Monday, 10 June 2024. However, it remains unclear if the documents have been provided at the time of writing.
