Mike Chimombe and Moses Mpofu Arrested Again in New Scandal

Businessmen Mike Chimombe and Moses Mpofu find themselves in legal trouble again as the Zimbabwe Anti-Corruption Commission (ZACC) has arrested them on new charges of using false documents.

The duo, who are already in custody due to initial fraud allegations involving US$7 million from the Presidential Goat Scheme, now face additional accusations that could keep them behind bars longer. They had been hoping for freedom after their legal team filed an appeal for bail pending trial at the High Court on Monday. However, this latest arrest may thwart their plans even if the court rules in their favour.

Mike Chimombe and Moses Mpofu Arrested Again: More Details Emerge

On Wednesday morning, ZACC announced that Mike Chimombe and Moses Mpofu of Juluka Enndo Joint Venture were arrested for allegedly using false documents while applying for a Harare City Council tender to rehabilitate street lights.

In May 2024, the City of Harare had readvertised a tender for repairing street lights. In response, Mpofu and Chimombe, acting for Juluka Enndo Joint Venture, allegedly misrepresented their compliance with the Public Procurement and Disposal of Public Assets Act (PPDPA). They also reportedly submitted a financial report that was supposedly audited by a consultancy company, which investigations later revealed was not registered.

Harare City Council Officials Arrested Over Street Lights Scandal

Alongside Chimombe and Mpofu, ZACC has arrested five Harare City Council officials accused of improperly awarding the $9.2 million street lights tender. The officials are Never Murerwa (62), supply chain manager in the Procurement Management Unit; Jabulani Mukomazi (44), principal buyer; Denford Zhungu (69), principal accountant; Tawanda Mutenhabundo (29), engineering technician; and Hosiah Chisango, the Harare town clerk, who was arrested last Wednesday over the scandal.

These five officials face charges of criminal abuse of office for awarding the contract to a company deemed ineligible. Chisango’s alleged accomplices were denied bail last week by Harare regional magistrate Marehwanazvo Gofa, who ruled that their release could jeopardize ongoing investigations.
