Latest on Ugandan Man Arrested in Masvingo for ‘Lula Lula’ Toys in Luggage
The Masvingo Magistrates Court has finally delivered a verdict in the case of a Ugandan man who was arrested and charged with possessing several adult toys and related accessories.
Ugandan tourist Tom Ssekamwa spent 24 days in custody after being arrested for carrying a rubber penis in his bag. However, Ssekamwa’s ordeal came to an end when Magistrate Isaac Chikura acquitted him, finding him not guilty of criminal nuisance.
Charges Against Czech Tourist Also Dismissed
Ssekamwa was arrested alongside Czech tourist Lukas Slavik, who was also acquitted last Friday. Slavik had been charged with criminal nuisance for filming a video outside Backpackers Lodge in Masvingo, where he was staying, and reporting on the critical shortages of electricity and water in the area.

In his ruling, Magistrate Chikura stated that the possession of an artificial penis by Ssekamwa did not pose any threat to the public or cause any nuisance. He noted that the item was found in Ssekamwa’s private belongings, with no evidence suggesting any intention to use it in public.
Initially, Ssekamwa faced charges under Section 26(1)(a) of the Censorship Act, with an alternative charge of criminal nuisance under Section 46(2)(v). Both charges were dismissed by the court.
Police Acted on Anonymous Tip-Off
The case began when the Zimbabwe Republic Police (ZRP) received an anonymous tip-off that Ssekamwa had “lula lula” toys at a Masvingo accommodation. The police searched his bag and discovered the adult toys and lubricant for men, leading to his arrest.
Prosecutor Isabel Pambuka represented the state in the case, but the magistrate ultimately ruled in favour of the Ugandan tourist, clearing him of all charges.
