Protesting taxi drivers have hijacked trucks and blocked main roads into Mthatha.
The protests are in response to a police crackdown, following the outbreak of taxi violence, in Mthatha and Maclear last week.
Provincial authorities are worried that 208,000 special voters expected to make their mark on Monday and Tuesday, could be impacted.
