Minister of Home Affairs and Cultural Heritage, Kazembe Kazembe, has banned senior Zimbabwe Republic Police officers from “unnecessary” international trips for the remainder of the year.
The Minister launched a scathing critique of the ZRP, accusing officers of widespread corruption and poor prioritisation. He vowed to block unnecessary international trips for senior officers, citing the dire lack of basic resources for junior personnel.

Minister Kazembe Bans International Trips For Senior Police Officers
Speaking at an annual strategic planning and review workshop in Kwekwe, Kazembe expressed shock at the state of the force.
“Where are your priorities? Are you saying there is no money to buy uniforms, but I sign Cabinet Authorities daily for people traveling abroad. Set your priorities right. I am not going to sign any Cabinet Authority this year,” he said.
The minister condemned rampant bribery among officers, linking it to lawlessness and fatalities on Zimbabwe’s roads.
“There is a lot that needs to be done in terms of discipline of Police, i.e., corruption. It is now a norm for Police officers to ask for bribes. We are losing lives because of the lawlessness on our roads, and we need to do something about that,” Kazembe declared.
He also criticized the ZRP for neglecting training programs and failing to uphold discipline. Kazembe revealed he has never witnessed a police pass-out parade during his five-year tenure, in stark contrast to other uniformed forces.
“The other area that ZRP need to look at is training. We no longer have training in police; that is why there is indiscipline. I have never witnessed any pass-out parade since I became Minister of Home Affairs, but Prisons and Defence are doing that,” he added.
Reactions to The Ban
Minister Kazembe Kazzembe’s statement evoked mixed sentiments.

“If there is corruption, do you train corrupt people, or do you change leadership, i.e. dismiss all the senior police officers?“

“So, he was approving the “endless trips” before? It will be interesting to know kuti the previously approved trips vaiendepi uye kwaiva nei. In other words, if the trips benefited the country.“

“Does he even know we are already in December??“
Chibwa:
“Wish it would start with you, Honorable minister, donate some of your fuel coupons to the Registrar’s offices for citizens to get their birth certificates , I.Ds, etc, which can’t be processed because of load shedding…some come from far and wide can’t afford many trips there.“
