City of Harare Cracks Down on Multiple Dogs in Residential Areas – Own Too Many, Risk Jail Time
The City of Harare has issued a stern warning to residents about the legal consequences of owning multiple dogs in residential areas. According to the city’s dog control by-laws, it is illegal to own more than two dogs on a property smaller than 2,000 square metres, and even larger properties cannot have more than four dogs. Violating these rules could lead to a fine, imprisonment of up to six months, or both. Officials emphasised that these regulations aim to maintain public safety and reduce issues caused by stray or uncontrolled dogs.
Strict Limits on Dog Ownership
The Herald reports that Harare city by-laws stipulate that properties smaller than 2,000 square metres can house no more than two dogs. Properties larger than 2,000 square metres are limited to four dogs.
Areas such as Warren Park, Westlea, Kambuzuma, and Mufakose are among those considered under the 2,000-square-metre threshold. Larger residential areas like Highlands, Chisipite, and Shawasha Hills fall within the permissible range for up to four dogs.
City of Harare acting chamber secretary, Mr Warren Chiwawa, explained:
“Failure to comply with the by-laws incurs a level three fine or imprisonment of up to six months, or both a fine and imprisonment.”
These laws are part of the Harare Dog and Licensing Control By-Laws, Section 4 (1), which states:
“No person shall keep more than two dogs on any property measuring less than 2,000 square metres, or more than four dogs on any other property.”
Permits and Breeding Also Regulated
Dog owners must also secure a permit to own a dog. Mr Chiwawa noted:
“Keeping a dog without a permit is an offence. Owners must ensure their properties are secured and gated to prevent dogs from straying.”
Breeding dogs within city limits is strictly prohibited. Section 11 (1) of the by-laws states:
“No person shall breed dogs on any property within Harare.”
Dog owners must also prevent their pets from roaming freely. Section 12 of the by-laws warns:
“No owner shall allow their dog to roam without restraint beyond the limits of their property.”
Penalties for Non-Compliance
Residents breaching the by-laws risk both fines and imprisonment. Harare City Council is calling for strict adherence to ensure community safety and control stray dog populations.
The council urges residents to familiarise themselves with the regulations. Mr Chiwawa emphasised:
“Adhering to the by-laws is crucial for maintaining order and ensuring public safety.”
The city continues to enforce these regulations, with offenders facing legal action.
