The Gutu East member of parliament has stoked ire after he proposed that the Minister of Finance introduce a tax on rentals.
Benjamin Ganyiwa of ZANU-PF was making his submissions during a National Assembly session debating the 2025 National Budget yesterday.
Gutu East MP Proposes Tax On Rentals
Ganyiwa said rentals are another revenue avenue that Finance Minister Mthuli Ncube should tap into because of the many “mushrooming cluster houses”:
“In the last 2024 budget, there was a proposal to tax the second home of individuals and companies. And I remember vividly that I myself debated and proposed that we should not tax a second home. We should go beyond that, making sure we tax the rentals as they are just free incomes.
“If you go around, you see a lot of mushrooming cluster homes. This money goes into individuals’ pockets without the government getting anything. Therefore, the Minister should make sure that we go for the rentals.“
The legislators added that second homes must not be taxed if it has legal or recognised polygamy.

In his 2025 National Budget Presentation, Prof Ncube proposed a new Rental Income Tax. It imposes a 25% tax on properties converted from residential to commercial use. Companies must disclose rental details, including rent amount, location, and owner, to ZIMRA.
