The reconstruction of the market dubbed the “Building Back Better” programme, is scheduled to take seven months, starting November 2024, according to Information Minister Dr Jenfan Muswere.

The government’s assessment revealed that the fire directly affected 4,695 traders, including 1,511 stall operators and 3,184 lessees, with livelihoods disrupted for approximately 23,000 people.

As part of the re-organisation of the Mbare Musika Traders Market following the declaration of a State of Disaster by His Excellency the President on 14 October 2024, the Government has put in place a response and recovery plan under the Building Back Better programme, said Dr Muswere during a post-Cabinet briefing.

Short-Term Relief

In the short term, the government will provide immediate relief through cash transfers, school fee support, and psychological services. For affected traders, a series of economic aid measures—including loans, grants, and stimulus packages—will aim to help them restock and reopen businesses.

While the Mbare Musika reconstruction is underway, Harare City Council has designated a temporary space for traders at an open area near Carter House. Dr Muswere stated that the project would pioneer Zimbabwe’s “Smart Market” concept, promising modern, safe facilities and improved market infrastructure.

A three-floor model design is being proposed at the Mbare Musika Traders Market, whereby businesses will be classified and accommodated on all three levels,” he explained.

The upgraded market is expected to accommodate over 10,000 traders and will feature emergency response enhancements to prevent future disasters. Government plans include densifying the new structure with two or three-story buildings, creating a more organised and resilient trading environment.

Dr Muswere added:

The Mbare Musika Traders Market project will serve to pilot the Smart Market concept. The objective of the Smart Market concept is the enhancement of the trading environment through the provision of safe and modern facilities.
