Consultant for Gender-Sensitive Migration Policy Review in Zimbabwe
The International Organization for Migration (IOM) is inviting qualified experts to apply for a short-term consultancy aimed at conducting a gender-sensitive assessment of Zimbabwe’s national social protection policy within the context of migration and sustainable reintegration.
Project Background
Zimbabwe faces complex migration dynamics, serving as a country of origin, transit, and destination. The migration of Zimbabweans driven by socio-economic pressures, climate change, and limited livelihood options continues to South Africa and other destinations. However, many migrants encounter hostilities such as xenophobia and job insecurity abroad, resulting in involuntary returns. Upon return, many face significant challenges accessing essential social protection services, undermining efforts toward sustainable reintegration.
In response, IOM Zimbabwe is implementing a project under the Migration Governance and Development Unit (GDU), in technical cooperation with the Ministry of Public Service, Labour and Social Welfare. This initiative aims to enhance the inclusion of returning migrants into Zimbabwe’s social protection framework and promote sustainable reintegration through a gender-sensitive, whole-of-government and whole-of-society approach.
Scope of Work
The consultant will lead the assessment under Output 1.1 of the project, focusing on the integration of gender and migration in Zimbabwe’s existing social protection policies. Key tasks include:

Evaluating the extent to which current social protection policies address the specific vulnerabilities of women, children, persons with disabilities, and marginalized returnee groups.

Identifying legal, institutional, and operational barriers to accessing services.

Conducting stakeholder consultations across government departments, civil society, development partners, and affected communities.

Recommending actionable, gender-responsive improvements to strengthen policy effectiveness for reintegrating returnees.

Producing a detailed report summarizing findings and policy recommendations.

Expected Outcomes and Evaluation
Performance will be measured against timely delivery, analytical quality, stakeholder engagement, inclusiveness, and the feasibility of policy recommendations. Ethical data collection and methodological rigor are mandatory.
Qualifications and Requirements
Applicants must hold an advanced degree in Social Sciences, Gender Studies, Migration Studies, Public Policy, or related fields. They should demonstrate:

Proven experience in policy analysis on social protection, migration, and gender.

Familiarity with Zimbabwean and Southern African migration trends.

Strong report-writing, consultation facilitation, and analytical skills.

Proficiency in English is essential.

Availability for short-term travel, based on project needs.
