Position Summary: MEL Officer
AIEL is seeking a results-oriented, professional, and highly motivated Monitoring, Evaluation, and Learning (MEL) Officer to support the operationalisation of its MEL systems and strengthen research and programmatic effectiveness. The MEL Officer will report to the AIEL Manager and work closely with program staff to ensure that projects are designed, implemented, and evaluated to deliver measurable and sustainable impact.
This role is ideal for candidates with a solid grounding in MEL practices, data analysis, and research methodologies, especially those with experience in environmental law, development, or natural resource governance.

Strategic Objectives of AIEL

Research and Evidence Generation – Contribute to the evidence base that informs environmental law and natural resource governance across Africa.

Capacity Building – Deliver high-quality training programs on environmental law and natural resource governance by 2030.

Awareness and Advocacy – Increase awareness and promote the environmental rule of law as a foundation for sustainable development.
Key Responsibilities
1. Monitoring and Evaluation Planning
-
Develop MEL frameworks aligned with AIEL’s strategic goals.
-
Implement and adapt MEL plans across projects to reflect changing needs and realities.
2. Data Collection and Management
-
Create digitized tools and systems for data collection and analysis.
-
Support project teams in developing indicators, work plans, and data protocols.
-
Prepare concept notes outlining methodologies and best practices for evaluation.
3. Research and Analysis
-
Conduct qualitative and quantitative research projects, including field studies.
-
Analyze data and produce research outputs including reports, policy briefs, and presentations.

Contribute to research proposal development and funding applications.
-
Disseminate findings at workshops, conferences, and forums.
4. Knowledge Building and Communication
-
Facilitate knowledge-sharing forums with stakeholders and partners.

Coordinate the production and dissemination of knowledge products (e.g., reports, brochures, success stories).

Build and maintain strategic partnerships with relevant institutions and experts.
5. Program Planning and Coordination
-
Support coordination across AIEL projects to ensure alignment and efficiency.

Organize stakeholder engagement activities, events, and workshops.

Conduct stakeholder mapping and develop inclusive engagement strategies.
6. Collaboration and Support

Work closely with the AIEL Manager and staff to integrate MEL systems across all projects.

Carry out additional duties as required to advance AIEL’s mission.
Qualifications and Experience
-
A degree in Monitoring and Evaluation, Development Studies, Research, Social Sciences, or related field.

Strong experience in MEL, with practical knowledge of Open Data Kit (ODK) and other data tools.

Demonstrated ability to design MEL frameworks and conduct research in development contexts.

Previous work experience with think tanks or research institutions is a strong advantage.
Key Skills
-
Excellent quantitative and qualitative research skills.

High-level report writing and communication abilities.

Proficiency in data and statistical tools (e.g., SPSS, STATA, NVivo, MS Office).

Solid understanding of environmental law and natural resource governance in Africa.
