Defence Minister Unveils Presidential Emergency Medical Scheme in Mutasa District to Bring Free Healthcare to Rural Communities
In a major push to bring lifesaving medical services to rural Zimbabwe, Defence Minister Oppah Muchinguri-Kashiri has unveiled the Presidential Emergency Medical Scheme in Mutasa District, Manicaland.
The initiative, run in partnership with Discovery Ambulance Services (DAS) and the Ministry of Health and Child Care, will offer free ambulance and emergency medical care across the country — with a focus on communities that have long struggled with limited access to healthcare.

Leaving No One and No Place Behind”
Addressing community members, health professionals, and local leaders, Minister Muchinguri-Kashiri said the programme reflects President Mnangagwa’s commitment to equitable development under Vision 2030.
“This programme embodies President Mnangagwa’s mantra of leaving no one and no place behind. Even in Manicaland’s remotest corners, quality emergency care is now within reach,” she said.
She praised DAS CEO David Munowenyu for his role in supporting the Government’s goals and urged other private sector players to follow suit.
“I urge businesses and citizens to emulate such life-saving investments to advance Vision 2030,” she added.
Empowering Communities with First Aid Training
As part of the launch, 400 local community members received first-aid training certificates, an effort aimed at strengthening local emergency response capacity.
“We are not just treating people; we are empowering them,” said Minister Muchinguri-Kashiri.
Since the scheme’s inception in May 2023, more than 10,000 patients have been treated and 20,000 individuals have received first aid training, according to Mr Munowenyu.
“Our mission is simple: save lives. Every second counts,” he said. “We are honoured to partner with the Second Republic in delivering healthcare to the doorstep.”
