This form allows eligible motorists to legally declare under oath that their vehicles do not have a radio receiver — and therefore qualify to be exempt from the US$92 annual ZBC radio licence fee.

The exemption is provided for under the Eighth Schedule of the new broadcasting regulations.

But motorists are warned: falsely declaring that a vehicle has no radio receiver is a criminal offence. The declaration is a sworn affidavit and must be signed in the presence of a Commissioner of Oaths.

Once printed and completed, the form must be signed under oath before a Commissioner of Oaths — usually found at police stations, courts, law firms, or offices in the CBD.

What happens next

After it’s signed, submit the declaration to ZBC offices or authorised agents. You’ll be issued with an exemption certificate, which is essential for:

  • Renewing your ZINARA vehicle licence

  • Buying or renewing your vehicle insurance

Without this exemption or a valid radio licence, your vehicle could be left off the road.

Motorists are advised to keep both a printed and digital copy of their exemption certificate.

Legal implications of false declarations

The form may be free to download, but it is a legal document.

“Lying on a sworn affidavit is perjury,” warned a Harare lawyer. “It can lead to prosecution.”

Only motorists whose vehicles truly do not have radio receivers should use this form.

“If you have a radio and you say you don’t, that’s fraud,” the lawyer added. “It’s not worth it.”
