The Ministry of Transport and Infrastructural Development has outlined the official steps for changing vehicle number plates in Zimbabwe, clarifying costs, required documents, and contact channels.

The announcement was made via the Ministry’s official X account on 3 July 2025.

“If you want to change your vehicle plates, please follow the steps below!” the Ministry stated.

The process includes a set fee of USD $85 (approx. ZAR1,540) and several key documents that must be submitted in full.

Step-by-step breakdown

According to the Ministry, the process must begin with the payment of a subscription fee. After this, the following documents are required for processing:

  • VTS Clearance (done online)

  • CVR 4 Form (must be stamped by Vehicle Theft Squad)

  • Original vehicle registration book

  • Valid insurance

  • Previously registered physical plates, if one is replacing damaged plates

  • Police report, if the plates have been lost or stolen

  • National ID copy of the vehicle owner

“All documents must be valid and complete for processing,” the Ministry stressed.

The Ministry did not indicate any changes to the processing duration or whether the process can be expedited.

Applicants are encouraged to direct any correspondence or queries to the following official emails:

When a police report is necessary

A police report is only needed when the plates being replaced have been lost or stolen. For plates that are merely damaged but still available, the original plates must be returned physically.

“If replacing damaged ones, previously registered physical plates must be surrendered,” the Ministry clarified.

There was no mention of changes to number allocation procedures or whether vanity plates are part of the same process.

The announcement comes as part of the Ministry’s broader digitalisation and convenience campaign, aimed at reducing paperwork queues and bringing clarity to vehicle licensing procedures.
