Your City, Your Say: Harare Unveils 20-Year Master Plan For Public Review

The City of Harare has opened the public exhibition of its ambitious 2025–2045 Master Plan, inviting residents, businesses and other stakeholders to raise objections, submit recommendations, and provide feedback to help shape the capital’s development over the next 20 years.

The draft Master Plan, adopted on 11 July 2025, is now accessible at key municipal buildings across the city including Town House, Cleveland House, Rowan Martin Building, all District Offices and online via the official city website. The exhibition runs from 14 July to 3 October 2025, with a formal deadline for public submissions set for 16 October 2025.

“This is your opportunity to participate in the planning of your city,” said Councillor Tafadzwa Machirori of Ward 15.

“We are urging all Ward 15 residents and stakeholders to inspect the Master Plan and send in their comments. Let us shape our city together.”

Residents Called To Engage

The Master Plan spans 960.8 km² and presents a detailed urban vision combining densification, vertical extension and limited lateral expansion. It outlines land use policy, environmental management, transportation, economic growth, and the provision of social services.

Harare City Council explained that the plan was crafted with input from ten thematic committees. These covered areas such as water and sanitation, ICT, housing, energy, and cultural preservation.

“We want citizens to study the proposals, raise objections where necessary, and suggest alternatives,” said a spokesperson from the Urban Planning Department.

“Written submissions must include the sender’s name, address, email, phone number, and a clear outline of their objections or suggestions.”

Interested parties can inspect the plan at the following venues:

  • Town House – Corner Julius Nyerere Way & Jason Moyo Avenue

  • Cleveland House – Room 216, 2nd Floor, Corner Speke Avenue & Leopold Takawira Street

  • Rowan Martin Building – Main Banking Hall, 3 Pennefeather Avenue

  • Harare House – Master Plan Command Centre – 14214 Tomlinson Drive, Gunhill

  • All District Council Offices

Hard copy viewing is open weekdays between 8:00 AM–12:45 PM and 2:00 PM–4:00 PM. Digital copies are also available on the official city website at www.hararecity.co.zw.

A Blueprint For The Next 20 Years

The Master Plan has been prepared under the Regional, Town and Country Planning Act, Chapter 29:12, and related 1977 regulations. It reflects not only past and present challenges but also envisions a structured and sustainable future for Harare.

“This is not just a plan for engineers and architects,” added Councillor Machirori.

“It is a city-wide conversation. Everyone must be heard, from vendors to developers, from residents to researchers.”

The deadline for submissions is 16 October 2025. Submissions must be sent to:
