Harare City Council Cracks Down On Motorists By Introducing Smart Surveillance System

The Harare City Council has deployed advanced artificial intelligence systems to monitor traffic compliance across the capital. The innovative program has already identified more than 3,600 line-crossing violations per week through automated camera surveillance.

The integrated enforcement platform combines real-time monitoring with instant violation detection, capturing offenses ranging from red-light infractions to seatbelt non-compliance. Zimbabwe Republic Police reports indicate the technology flags approximately 500 daily infractions for further action.

Multi-Agency Collaboration Enhances Road Safety

Warren Chiwawa, Acting Chamber Secretary for Harare City Council, emphasised the importance of inter-agency cooperation in the project’s success.

“Our pilot installation at the Jaison Moyo and Simon Muzenda intersection demonstrates how technology can transform urban mobility,” Chiwawa stated. “We’re actively seeking partnerships to expand coverage throughout the Central Business District.”

The council’s Public Safety Division has been restructured under the Chamber Secretary Department to better coordinate with metropolitan police and other enforcement agencies. This reorganisation supports the implementation of the smart traffic management initiative.

Addressing Urban Congestion Through Innovation

With vehicle numbers skyrocketing from 10,000 to nearly 2 million in recent years, Harare’s transportation infrastructure faces unprecedented pressure.

“Automation represents our most effective solution to maintain order without costly physical expansion of road networks,” Chiwawa explained.

Martin Chimombe, Acting Head of Public Safety, highlighted the system’s dual purpose:

“Our AI enforcement doesn’t just track traffic violations—it enhances overall urban security by identifying suspicious activities in real-time, following international best practices seen in nations like South Africa.”

Future Expansion Plans

The council intends to integrate additional smart city features into the platform, creating a comprehensive urban management solution. This technological advancement positions Harare at the forefront of African cities adopting intelligent transportation systems to address growing urbanisation challenges.
