Harare Council Shuts Down Unlicensed Businesses in Major Blitz

Harare City Council has launched a major operation aimed at restoring order in the capital by cracking down on businesses that are ignoring the law. The blitz, titled “Operation Restore Order,” kicked off on Tuesday, 29 July 2025, at 8:30 a.m. from the Rowan Martin Building and is targeting companies operating without proper documentation or approvals.

City officials say too many businesses in the CBD and surrounding areas are running without valid business licences, fire safety compliance, or approved building plans. They argue the operation is not only about restoring order but also about making sure everyone follows the city’s bylaws.

In a statement released on Tuesday, the City of Harare explained that the crackdown will target those who are trading without current licences or fire compliance certificates, those who haven’t submitted approved building and partitioning plans, and those who are failing to pay their municipal rates. Businesses that owe more than 30 days’ worth of property taxes, refuse fees, sewer, effluent or water charges could have their services disconnected and face closure under public health laws.

The council also warned that construction projects without development permits will be stopped immediately, and owners may receive demolition orders unless they regularise the work. Buildings that have been altered with illegal partitions or subdivisions will be penalised, and owners will be forced to comply or risk having their premises shut down. The same applies to those operating in buildings without certificates of occupation.

For businesses operating without valid licences, the city says they will be shut down on the spot. However, owners are encouraged to apply formally for a licence, with the city promising to process approvals within three days. Another major concern is public safety—buildings that don’t have fire extinguishers or water hydrants will also be penalised and closed.

The City of Harare is urging all affected business and building owners to act quickly by visiting their offices to get their paperwork in order and avoid disruptions.
