Mixed Reactions as Two South Africans and a Zimbabwean Are Fined for Obstructing Traffic at Chitungwiza Accident Scene
Zimbabweans have expressed mixed reactions after two South Africans and a Zimbabwean were fined for obstructing traffic at the Chitungwiza scene of a fatal July accident that claimed 17 lives.
Cooper Daniel Colin, 33, Pretorius Walter James Seymour, 51, and Germishuizen Danica, 23, appeared before Harare magistrate Vakai Chikwekwe and pleaded guilty to the offence.
Each was ordered to pay a fine of US$200 or face four months’ imprisonment

Forensic Experts Among the Trio
The court heard that Seymour and Danica are crash Data Forensic experts based in Johannesburg.
According to H-Metro, they entered Zimbabwe on August 20 on business visas issued by immigration authorities, intending to investigate the Hunyani River Bridge accident site.
Obstructing Traffic
Upon arrival, the duo teamed up with Colin and began marking scrap marks at the scene using paint and a tape measure. In the process, they obstructed traffic moving from Harare CBD to Chitungwiza, causing a significant traffic jam.
Chief Inspector Mapepa, who was driving along the same route, arrested the three after they failed to provide a satisfactory explanation for conducting their work without informing local authorities.
Court Orders Fines
Magistrate Chikwekwe handed down fines of US$200 each, stressing that adherence to traffic regulations is essential, even for professionals investigating accidents.
Failure to pay the fines would have resulted in four months’ imprisonment for each offender.
