Police Announce Impounded Vehicles Will Only Be Released to Registered Owners
The police has announced that all impounded vehicles will only be released to the registered owners reflected in official records.
The move is part of efforts to improve accountability on the roads and curb traffic violations committed by motorists driving cars not legally registered in their names.

Campaign Targets Ownership Irregularities
Speaking during a traffic safety awareness campaign at Mbare Musika over the weekend, Harare provincial police commander Commissioner Maxwell Chikunguru said failure to transfer ownership was creating serious challenges for law enforcement.
“Police have noted with concern the issue to do with change of vehicle ownership during our operations. In many cases, vehicles are being driven or owned by the fourth or fifth person without the necessary paperwork. This makes it difficult to account for traffic offences.”
Vehicles to Remain in Police Custody Until Owners Identified
Commissioner Chikunguru warned that motorists who fail to update ownership details risk losing access to their cars for extended periods.
“If your vehicle is impounded, we will not release it until we find the correct owner of the vehicle,” he emphasised.
Some kombi operators have already been affected, with a number of vehicles being held at the Chikurubi Support Unit yard because the drivers are not listed as the official owners.
Resale Motives Behind Delays in Transfers
Police say some motorists deliberately avoid changing ownership to make it easier to resell the vehicles later. One motorist openly admitted that he had not transferred ownership for this reason.
“I didn’t change ownership because I wanted to sell the car later.
This is my new car, and I want to top up after raising more dollars for a better one,” he said.
Authorities, however, insist that regardless of resale intentions, proper transfer of ownership is a legal requirement and a key step in ensuring accountability on the roads.
