Zimra Launches Tax and Revenue Management System (TaRMS)
The Zimbabwe Revenue Authority (Zimra) has rolled out a modern tax management system, the Tax and Revenue Management System (TaRMS), which is expected to make paying taxes easier, improve efficiency, and boost revenue collection.
The new platform was officially launched by Finance, Economic Development and Investment Promotion Deputy Minister Kuda Mnangagwa, who said the system represents a major shift in how the government handles taxation. He described it as a bold step in modernising the tax environment.
He explained that the system is meant to improve compliance, simplify processes for taxpayers, and lay the groundwork for economic growth. According to him, TaRMS will bring transparency, efficiency, and help the government adopt new technologies to strengthen revenue administration.
“The system is designed to enhance tax revenue administration, improve taxpayer compliance and experience and lay a firm foundation for sustainable and inclusive economic growth. It represents a strong, transparent and efficient tax management system and platform, and it is envisaged to serve as a launchpad for the Government’s ongoing modernisation of tax administration through the adoption of innovative technologies,” he said.
Zimra’s ICT director, Shami Moyo, reflected on why change was needed. He said the old system could not cope with peak periods, forcing manual processes that caused delays. It also struggled to function in Zimbabwe’s multi-currency environment, making tax clearance and return submissions frustrating for many taxpayers.
Moyo pointed out that even simple tasks like updating details were a challenge, leaving Zimra with outdated records. Taxpayers often had to submit returns late at night when the system was less congested, something that reduced efficiency and compliance.
Moyo said the new TaRMS platform fixes many of these problems. It can handle unlimited users, automate functions that used to require manual work, and reduce the risk of errors. Importantly, it has been stress-tested and is scalable to grow with the economy.
He also highlighted that TaRMS comes with its own source code, which aligns with Zimra’s strategy of self-reliance and long-term digitalisation.
Deputy Minister Mnangagwa added that using technology in taxation will also curb corruption by increasing transparency. He stressed that Zimbabwe must customise the system to reflect its unique economic situation, since the country’s financial environment is not the same as other nations.
He acknowledged that taxpayers have already provided feedback pointing out areas for improvement. He said government remains committed to fine-tuning the system to balance taxpayer convenience with the need to safeguard national revenue.
