20 000 Stands Set Aside for Civil Servants in New Housing Drive

Government has secured at least 20 000 residential stands for civil servants at Tantallon Estate in Manyame, in a move aimed at easing accommodation challenges among State employees.

The project falls under the Presidential Housing Programme and is being implemented in partnership with property developer Philip Chiyangwa through his company Pinnacle Holdings.

Targeting Affordable Home Ownership

Speaking during a site visit, Local Government and Public Works Minister Daniel Garwe said the initiative is designed to provide affordable housing, particularly for security services, legislators and parliamentary staff.

He noted that the broader goal is to transition workers from renting to owning property through structured financing options.

Part of Larger Housing Scheme

Tantallon Estate is one of several developments under the Nyore Nyore Housing Scheme, a large-scale project targeting hundreds of thousands of residential stands nationwide.

Other planned developments include Edinburgh Estate, Chegutu City, Somerby Estate and Kilworth Estate, forming part of a wider push to expand housing delivery.

Smart City Vision Takes Shape

Authorities say the development will go beyond basic housing, with plans to transform the area into a modern “smart city”.

The project will include key amenities such as shopping centres, schools, health facilities, a police station and a football stadium, alongside fully serviced residential stands with water, sewer and electricity infrastructure.

Infrastructure Development Underway

Work is already progressing on critical infrastructure, including road networks, while sewer systems and drainage construction are expected to follow.

Officials say the approach ensures that residential areas are only occupied once essential services are in place, in line with national housing standards.

Tackling Zimbabwe’s Housing Backlog

Zimbabwe is grappling with a housing shortage estimated in the millions, driven by rapid urbanisation and limited access to financing.

Government is increasingly turning to partnerships with private developers to bridge the gap, while also curbing illegal land allocations and promoting orderly urban growth.

Long-Term Financing to Support Buyers

To improve affordability, the housing stands will be backed by mortgage facilities with repayment periods of up to 15 years.

Minister Garwe said the model is intended to help civil servants build equity rather than continue paying rent without long-term benefit.

Vision 2030 Drive

The initiative forms part of broader efforts under Emmerson Mnangagwa’s administration to improve living standards and achieve an upper-middle-income economy by 2030.

Authorities say similar projects are being planned in other parts of the country, with the Tantallon development expected to serve as a blueprint for future smart city housing schemes.
