The National Joint Negotiating Council announced a new pay framework for civil servants. It will take effect on 1 April 2026.
The NJNC brings together the government and civil service unions. It negotiates salaries, allowances, and working conditions for public sector workers.
New Payment Structure Blends US Dollars and ZiG
After meeting on 26 March 2026, the NJNC confirmed the new structure. The meeting took place at Kaguvi Building in Harare.
Under the new arrangement, civil servants will receive part of their earnings in US dollars. They will get US$320 in dollars. The remaining amount will be paid in ZiG. That portion will follow the prevailing exchange rate.
As a result, the framework aims to shield workers from inflation. At the same time, it seeks to support payroll stability.
Workers to Review Job Evaluation Outcomes
The NJNC also announced another important step. A workshop with worker representatives will take place by 21 April.
The workshop will review the results of the recent job evaluation exercise.
In addition, the NJNC will reconstitute the Appeals Committee. It will include worker representatives. Its structure, terms of reference, and tenure will be finalised first. Then the committee will begin its work.
Therefore, employees will gain a stronger voice in dispute resolution.
