President Emmerson Mnangagwa has ordered the public release of the Commission of Inquiry report on the sale of State land in urban areas across Zimbabwe’s 10 provinces.
The decision was announced through General Notice 608 of 2026, published in the Government Gazette by Chief Secretary to the President and Cabinet, Martin Rushwaya.
“It is hereby notified that His Excellency, the President, in terms of section 62 of the Constitution, has directed the publication of the report of the Commission of Inquiry into the Matter of Sale of State land in and around Urban Areas since 2025,” reads the notice.
Mnangagwa Orders Release of Land Inquiry Report
The inquiry was led by Justice Tendai Uchena after President Mnangagwa established the commission in 2018. The move came as illegal settlements spread across many towns and cities.
Authorities linked the growth of these settlements to land barons who allegedly sold State land unlawfully.
The commission was created under Statutory Instrument 11 of 2018, which amended Statutory Instrument 102 of 2017. The earlier law had already set up an inquiry into State land sales dating back to 2005.
Commission Investigated Land Ownership and Allocation
The Justice Uchena Commission examined State land allocated to the former Ministry of Local Government, Public Works and National Housing for urban development since 2005.
It also assessed land ownership, occupation status and development progress across urban areas.
Furthermore, the commission investigated how current occupants and property owners obtained or received the land.
The inquiry identified individuals and organisations involved in land allocation, occupation and land use.
To gather evidence, commissioners carried out site visits, summoned witnesses and recorded proceedings.
They also collected testimonies, analysed evidence and prepared recommendations for the President.
The commission further examined any issues linked to the inquiry before submitting a written report to the President.
