Richard Masters has spoken after Manchester City were found guilty of serious Premier League financial breaches.
An independent Commission delivered its findings after a lengthy disciplinary process involving the club.
The Premier League confirmed the verdict on September 29, 2026.
Masters described the decision as a major moment for English football.
Masters welcomes independent Commission decision
The Premier League chief executive said the ruling established what happened during the disputed period.
“The core decision establishes the facts of what happened at Manchester City during this period,” Masters said.
He added that the club “systematically broke Premier League Rules for nearly a decade”.
Furthermore, Masters said the decision supported the League’s decision to pursue the disciplinary case.
The Premier League began investigating Manchester City in December 2018.
The League later referred its complaint to an independent Commission in February 2023.
The Commission found City guilty of serious financial breaches covering nine seasons.
The findings also included several breaches involving the club’s cooperation with the investigation.
Sanction remains the next major question
However, the process has not yet reached its final stage.
Masters confirmed that the punishment for the breaches still needs to be decided.
“This disciplinary case, and this decision, are the most significant in Premier League history,” he said.
“There are elements of the case that remain to be decided,” Masters added.
That includes the sanction that will follow the Commission’s findings.
The next stage will involve a separate hearing before the independent Commission.
Meanwhile, Manchester City has the right to appeal the findings.
The club has until October 2 to decide whether to exercise that right.
Masters also promised that the League would move quickly through the remaining process.
He said the Premier League wants certainty for clubs, supporters and the competition.
The Commission found City guilty of all charges concerning serious financial breaches.
It also upheld most allegations surrounding the club’s cooperation with the investigation.
Therefore, attention now turns towards the next stage and the potential consequences for Manchester City.
