Minister Edgar Moyo Fires Entire NSSA Board 

Public Service, Labour and Social Welfare Minister Edgar Moyo has dismissed the entire board of directors at the National Social Security Authority (NSSA), ending a months-long standoff over the appointment of a new general manager.

The board was chaired by prominent businessman and tourism figure Emmanuel Fundira, who is also the CEO of Astoc Leisure Group and a well-known safari hunting operator. Other dismissed members include Merjury Chinyemba, Shepherd Mundondo, Tarusenga Chitemere, Grace Mathe, Timothy Nherudzo, Chipo Ndudzo, and Beatrice Ncube.

According to sources in the Public Service ministry, the board was sacked on Tuesday, 24 June 2025, following disagreements that had escalated behind closed doors.

At the heart of the dispute was the appointment of Charles Shava as NSSA’s new General Manager. Shava, who previously served as Director for Occupational Safety and Health, officially took over the top job on 1 March 2025. His appointment came after nearly three years of leadership limbo at NSSA, with the position remaining vacant since July 2022.

Insiders say Fundira had fiercely resisted Shava’s appointment and instead pushed to install someone of his own choosing. His preferred candidate, sources allege, would have revived a stalled US$10 million software deal with Twenty Third Century Systems, a deal that had previously collapsed during implementation.

The minister ultimately overruled the board, and the fallout led to the mass dismissal.

NSSA’s board plays a key role in shaping the institution’s direction and overseeing its operations. Board members are appointed by the Minister from a list submitted by employee and employer organisations, with the aim of maintaining balanced representation. If no nominations are made, the Minister is empowered to make appointments at his own discretion, including naming the chairperson and deputy.
