Minister Edgar Moyo Names New NSSA Board

The Minister of Public Service, Labour and Social Welfare, Edgar Moyo, has announced a new board for the National Social Security Authority (NSSA),  a move approved by President Emmerson Mnangagwa and aimed at tightening governance and aligning NSSA’s work with national priorities.

Who Is In the New NSSA Board?

Leading the new board is Christopher Dube, the Town Clerk of Bulawayo. He replaces Emmanuel Fundira, who chaired the outgoing board.

The new team brings together experience from government, business, and labour:

  • Innocent Chinyama – CEO, Zimnat Asset Management

  • Gilbert Takabarasha – Director of HR and Admin, Dairibord Holdings

  • Florence Taruvinga – President, Zimbabwe Congress of Trade Unions (ZCTU)

  • David Dzatsunga – Zimbabwe Confederation of Public Sector Trade Unions (ZICOSTU)

  • Ruth Sibanda – Zimbabwe Federation of Trade Unions (ZFTU)

  • Josephine Takundwa – VP, Zimbabwe National Chamber of Commerce (ZNCC)

  • F. Matongera – Ministry of Public Service, Labour and Social Welfare

  • Walter Mupandawana – Head of Human Capital Development, Public Service Commission

Focus on Smart Investments and National Priorities

Minister Moyo said NSSA’s investment approach must now prioritise areas that can drive national recovery, especially agriculture and infrastructure.

He stressed that NSSA isn’t there to dish out loans or act like a bank, but rather to protect workers and pensioners through smart and ethical investment decisions.

Moyo explained that the new board’s key responsibility is to improve governance, strengthen oversight, and help NSSA run more smoothly.

He praised recent progress made by the General Manager and said the board’s job is to build on that momentum while ensuring transparency and accountability.

He reminded the public that NSSA must follow the Public Entities Corporate Governance Act, which means keeping a clear boundary between what the Ministry does and what the board does — no overstepping.

The Minister acknowledged that NSSA’s old digital system is holding things back, especially when it comes to processing pension payments and collecting contributions.

He said upgrading the system is no longer optional — it’s urgent.

To help the new board hit the ground running, a governance training workshop will be held soon. Moyo also wants a performance-based approach to how board members and executives are evaluated.

Moyo urged the board to make evidence-based decisions when it comes to pension benefits.

He said benefits should be guided by actuarial advice and long-term planning — not quick fixes — to ensure sustainability and protect pensioners now and in the future.
