Harare Council Breaks Silence After Mother Clamped While Rushing Sick Baby To Hospital
The City of Harare has apologised after a woman had her vehicle clamped while rushing her sick baby to hospital in Harare’s central business district.
The local authority says it has since spoken to the mother, ordered the clamp to be removed and launched an investigation into the incident, while promising that appropriate action will be taken.
City Of Harare Apologises After Baby Hospital Clamping Incident
The apology was issued on Thursday, 23 July 2026, after the incident triggered widespread public attention.
According to City of Harare Head of Corporate Communications Stanley Gama, senior officials intervened as soon as they became aware of what had happened.
Introducing the city’s statement, Gama said:
“The City of Harare has issued a statement on the unfortunate incident in which a woman was clamped in the CBD while trying to rush to hospital with her sick baby. Both Mayor Jacob Mafume and myself have spoken to the woman and apologised for what happened.”
The City of Harare also expressed regret over the incident.
“We sincerely apologise for the trauma caused to the mother, her family and all residents of Harare. The City of Harare has engaged our company, City Parking, and the woman with a view of gathering full facts.”
The local authority said the clamp was removed after the matter reached senior management.
“When the issue came to the attention of senior officials, they promptly ordered the clamp to be removed and she proceeded to take the baby to hospital.”
Harare Council Promises Investigation And Action
The City of Harare said emergency situations should be handled differently and confirmed that an investigation is underway.
“The City of Harare wishes to clarify that in all emergency situations, we assist the motorist first before clamping or issuing tickets.”
The statement continued:
“We are investigating the case and appropriate measures will be taken.”
According to the City of Harare, Mayor Jacob Mafume personally contacted the mother following the incident.
“The mother told the mayor that the baby is receiving treatment. He assured the mother that immediate action will be taken.”
The city concluded its statement by reiterating its apology.
“Once again we sincerely apologise to the mother and wish the baby a speedy recovery.”

The City of Harare says it is now gathering all the facts surrounding the incident in consultation with City Parking and the affected motorist. The mother’s baby was receiving treatment at the time the statement was issued, according to the City of Harare. Officials say further action will follow once the investigation has been completed.
