Government Moves to Slash Data and Voice Costs Through Levy Review

Government has stepped up efforts to make mobile data and voice services more affordable by reviewing levies and statutory charges that have long been blamed for driving up consumer costs.

The intervention is part of a wider push to strengthen Zimbabwe’s digital economy and ensure more citizens can access online services without prohibitive costs.

Industry Flags Taxes as Major Price Barrier

During the Ministry of ICT, Postal and Courier Services’ annual stakeholder engagement, telecommunications companies warned that high regulatory fees, municipal charges and other mandatory costs continue to inflate tariffs.

Through the Telecommunications Operators Association of Zimbabwe (TOAZ), operators urged authorities to urgently address these cost pressures to allow the sector to deliver cheaper and more competitive services.

Regulator Reports Progress on Digital Inclusion

Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) Director-General Dr Gift Machengete said meaningful strides had already been made to expand digital access, particularly in remote communities and schools.

He noted that dozens of digital centres were rolled out across the country last year, giving young people access to modern equipment and internet infrastructure and helping to close the connectivity gap.

Government Commits to Levy Reductions

ICT, Postal and Courier Services Minister Honourable Tatenda Mavetera said Government had already begun easing the burden on the ICT sector through broader reforms targeting levies and fees across the economy.

She said the reduction of charges imposed by municipal authorities would significantly cut operating costs for telecoms operators, creating room for lower data and voice prices.

Consumers to Benefit Once New Rules Take Effect

Officials said the revised framework would take effect once the relevant Statutory Instrument is gazetted, paving the way for more affordable tariffs while ensuring the long-term viability of the sector.

The changes form part of Government’s digital transformation agenda, which seeks to boost connectivity, improve service delivery and position ICTs as a key driver of economic growth.
