Mutodi Fired Days After Accusing Finance Secretary Of Bribes

Bikita South legislator Energy Mutodi has been stripped of his position as Chairperson of the Parliamentary Portfolio Committee on Budget, Finance and Investment Promotion. The move followed explosive corruption allegations he levelled against Finance Ministry Permanent Secretary George Guvamatanga.

The announcement was made in a letter dated 7 October 2025, signed by Speaker of Parliament Jacob Mudenda on behalf of the Committee on Standing Rules and Orders (CSRO).

“The Committee on Standing Rules and Orders has resolved to terminate your tenure as Chairperson of the Portfolio Committee on Budget, Finance and Investment Promotion with immediate effect,” the letter stated.

All benefits tied to the post were also cut.

Mutodi ousted after corruption claims

Mutodi’s removal came days after he accused George Guvamatanga of running what he called a vast kickback scheme.

In a post on X, he alleged:

“The Parliament of Zim has received agonising reports that PermSec in the Ministry of Finance Mr George Guvamatanga is receiving 5–10% for every payment done by Treasury.”

He went further, naming a road contractor as an example.

“One contractor Bitumen … was asked to pay US$200,000 (R3.6 million) by George for every US$2,000,000 (R36 million) weekly payments he authorises,” Mutodi claimed.

He also told Parliament that the supposed kickbacks had allegedly made Guvamatanga the “richest civil servant”, writing:

“GG … has accumulated more than US$1 billion (R18 billion) becoming the richest civil servant.”

Chipinge East MP Lincoln Dhliwayo has since taken over the influential Budget Committee.

Retraction and political backlash

However, Mutodi later withdrew his claims after admitting he could not substantiate them.

The episode sparked heated reactions in Parliament, dividing opinion within ZANU PF.

Opposition figures reacted sharply. Former Finance Minister Tendai Biti wrote on X that Mutodi’s removal was unconstitutional:

“The abrupt removal … is an abject unconstitutional overreach by a desperate canterkarous cartel that has captured the State … Hon Mutodi enjoys constitutional protection and has an obligation to raise a matter of national interest.”

Biti also linked the allegations to issues already highlighted by the Auditor General’s Reports, claiming billions had been paid directly by Treasury under Guvamatanga.

Mutodi responds with cryptic message

Following his dismissal, Mutodi himself posted a short but pointed message on his official X account:

“A life of suffering; Mwari vanoziva havo.” (God knows).
