Parking Fees Slashed to 50 Cents as Government Scraps Cattle Levy

Motorists across Zimbabwe will now pay no more than 50 US cents per hour for parking following new regulations introduced by Government to standardise local authority charges.

The changes, contained in Statutory Instrument 41 of 2026, take immediate effect and set a national ceiling on parking and clamping fees, ending years of inconsistent pricing across cities and towns.

Clamping penalties have also been fixed at US$20 under the new rules.

End to Varied Urban Charges

Before the new directive, parking tariffs differed depending on the local authority, with some councils charging motorists up to US$1 per hour.

Authorities say the uniform rate is intended to eliminate disparities, improve transparency and make urban centres more affordable for both businesses and commuters.

The reform is expected to particularly impact major cities where parking costs had become a point of frustration for traders and residents.

Private Operators to Adjust Fees

In Bulawayo, parking enforcement is handled by Tendy Three Investments, a private firm contracted by the local authority.

The company will now be required to align its charges with the newly approved national rate, effectively halving what motorists had previously been paying in the city’s central business district.

Cattle Levy Removed

The statutory instrument also abolishes the cattle levy, a move expected to ease financial pressure on livestock farmers.

For many rural households, cattle are a primary store of wealth and source of livelihood. Removing the levy is seen as a measure that could stimulate agricultural productivity while lowering operational costs in the livestock sector.

Focus on Business-Friendly Environment

Government says the fee adjustments form part of broader efforts to improve the ease of doing business and create a more predictable regulatory environment.

While local authorities depend on fees for revenue, officials argue that rationalising charges will ultimately support economic activity by reducing costs for citizens, farmers and enterprises.
