Rugare Gumbo has publicly defended Finance Ministry Permanent Secretary George Guvamatanga amid reports of a ZIMRA inquiry.
The Zimbabwe Revenue Authority is reportedly gathering information concerning properties allegedly linked to Guvamatanga in Borrowdale Brooke.
Reports say the exercise involves requests for ownership, tenancy, and other property-related information. However, no wrongdoing has been established against Guvamatanga.
Gumbo, meanwhile, took to X to share his personal views about the senior government official.
He said his long association with Guvamatanga shaped his confidence in the former banking executive.
Gumbo Points to Guvamatanga’s Banking Career
“Iv’e known George for years as a distinguished banker and respected technocrat.He has built his success through sound business judgments. I see no reason to assume his properties were acquired unlawfully.If ZIMRA has concerns, let it investigate before publishing in social media.”
Gumbo’s comments emphasised Guvamatanga’s long career in Zimbabwe’s financial sector.
Guvamatanga previously held senior positions in banking before joining government.
He has served as Permanent Secretary in the Finance Ministry since 2018.
Consequently, Gumbo argued that public discussion should not automatically suggest criminal conduct.
His intervention comes as social media debate surrounding Guvamatanga’s alleged property portfolio intensifies.

Calls for Due Process Before Public Judgment
Gumbo’s strongest message focused on allowing ZIMRA to complete any necessary investigations.
He argued that concerns should be properly examined before conclusions appear on social media.
Importantly, a tax inquiry does not automatically prove tax evasion or illegal property acquisitions.
Reports surrounding the alleged 25 properties remain subject to verification and investigation.
The controversy has nevertheless placed Guvamatanga under intense public scrutiny.
For Gumbo, however, Guvamatanga deserves the benefit of due process.
His defence also highlights a broader debate about public officials, wealth, accountability, and public judgment.
Ultimately, ZIMRA’s findings could provide greater clarity regarding the reported properties and their tax status.
Until then, Gumbo believes speculation should not replace a proper investigation.
