Kudakwashe Tagwirei Gets Major Cabinet Role As Mnangagwa Changes Mthuli Ncube’s Brief

President Emmerson Mnangagwa has appointed businessman Kudakwashe Tagwirei as Zimbabwe’s Minister of Economic Development and Investment Promotion, while Mthuli Ncube has been reassigned to serve solely as Minister of Finance.

The changes were announced on Thursday, 8 October 2026, in separate statements issued by the Chief Secretary to the President and Cabinet, Martin Rushwaya.

Tagwirei Gets New Economic Development Role

Tagwirei’s appointment takes immediate effect and places him in charge of a portfolio that was previously handled under the Finance Ministry.

The official statement said:

“In terms of Section 104, Subsection (1) of the Constitution of Zimbabwe, His Excellency the President, Dr Emerson Dambudzo Mnangagwa has appointed Kudakwashe Tagwirei as Minister of Economic Development and Investment Promotion.”

The appointment was dated 8 October 2026.

Mthuli Ncube Reassigned To Finance Ministry

Ncube, who previously held responsibilities covering both finance and economic development, has now been reassigned as Minister of Finance.

The statement said:

“The re-assignment is with immediate effect.”

The move effectively separates the economic development and investment promotion function from the Finance Ministry.

What The Cabinet Changes Mean

The two appointments mark a significant adjustment to how Zimbabwe’s economic portfolios are structured.

Tagwirei will now oversee economic development and investment promotion, while Ncube remains responsible for the Finance Ministry.

The announcements were made separately but both take effect immediately.

The changes give Tagwirei a newly defined cabinet role focused on economic development and investment promotion, while Ncube’s responsibilities are narrowed to finance.
