Mthuli Ncube Promises Civil Servant Salary Review Above Poverty Line

Finance, Economic Development and Investment Promotion Minister Mthuli Ncube says the government is working towards ensuring that civil servants earn salaries well above the poverty datum line, with a formal position expected soon.

Speaking in the National Assembly during a question-and-answer session, Ncube indicated that ongoing consultations will guide the next steps on improving public sector wages.

Current Salaries Already Above Poverty Threshold

According to The Herald, Mthuli Ncube told legislators that the government has already put measures in place to ensure that no civil servant earns below the poverty line.

He explained that as of early February 2026, the poverty datum line for a family stood at just over US$300, while the lowest-paid government worker currently earns a package exceeding US$360.

According to the minister, this gap shows that the minimum wage in the public sector is already aligned with the cost of basic living needs.

Focus on Protecting Workers’ Incomes

The minister also highlighted efforts to shield civil servants from economic instability, particularly exchange rate fluctuations.

He said the government has structured salaries in a way that preserves workers’ purchasing power, with earnings pegged in United States dollars while still allowing for payments in a dual-currency system.

Civil Servants Key to Service Delivery

Mthuli Ncube emphasised the importance of civil servants, describing them as central to the country’s service delivery system.

He said government remains committed to improving their welfare while maintaining sustainable fiscal policies.

Awaiting Final Position

While reaffirming that current salaries are above the poverty benchmark, Ncube signalled that further adjustments are on the way.

He noted that once consultations are complete, government will announce its official position on whether and how salaries will be increased beyond the poverty datum line.
