President Mnangagwa Orders Swift Review of Business Licences and Levies to Boost Investment
President Emmerson Mnangagwa has directed Government to conclude the ongoing review of licences, permits, levies and fees within the first quarter of the year, as part of efforts to strengthen Zimbabwe’s ease of doing business environment.
Addressing the first Cabinet meeting of the year at Munhumutapa Building in Harare, the President said the reforms were central to the Second Republic’s broader economic transformation agenda aimed at attracting investment and improving service delivery.
Wide-Ranging Sector Reforms Underway
The review process, initiated last year at the President’s instruction, spans multiple sectors of the economy. These include health, agriculture, retail, tourism, transport, energy, manufacturing, broadcasting, telecommunications, liquor licensing, construction and financial services.
While some sectors have already implemented revised rates, President Mnangagwa stressed the need for outstanding reforms to be completed promptly through the publication of the necessary Statutory Instruments.
He acknowledged progress made so far but urged responsible authorities to accelerate implementation to ensure the reforms deliver tangible impact.
Call for Broader Stakeholder Engagement
The President challenged ministries, departments and agencies (MDAs) to deepen consultation with industry players and other stakeholders, emphasising that Government must remain receptive to the views and recommendations of citizens.
He said such engagement was consistent with the Second Republic’s vision of a people-centred administration under ZANU PF.
Carrying NDS1 Momentum into NDS2
Reflecting on the achievements recorded under the National Development Strategy 1 (NDS1), President Mnangagwa commended the patriotism, resilience and unity of purpose demonstrated over the past five years.
He called on Cabinet to sustain that results-driven culture as the country transitions into the next phase of economic planning under NDS2.
According to the President, Zimbabwe’s economic sectors remain interconnected, and growth in areas such as agriculture, mining, infrastructure development, energy, tourism and manufacturing must be leveraged collectively.
Call for Unity and Synergy in Cabinet
President Mnangagwa urged Cabinet ministers to strengthen collaboration and avoid what he described as “petty competitiveness,” saying Government’s approach must reflect maturity and shared responsibility.
He said greater synergy, complementarity and coordinated execution of duties would be critical in maintaining development momentum and achieving inclusive, transformative economic growth.
