Govt Chooses 16 Law Firms For Zimbabwe Title Deeds Validation And Re-Issuance Programme

The Government of Zimbabwe has selected 16 law firms to participate in the Title Deeds Validation and Re-Issuance Programme, which officially launched on 1 April 2026 as part of efforts to modernise the country’s land administration system.

The Ministry of Justice, Legal and Parliamentary Affairs confirmed the development in a press statement dated 7 April 2026, announcing the launch of a pilot programme to convert existing title deeds into a secure digital format.

The initiative falls under Statutory Instrument 76 of 2025, which requires all property owners to convert their existing title deeds into digital format within two years.

Pilot Programme Launched To Digitise Title Deeds

In the statement, the Government said the programme marks a major shift in how land records will be managed in Zimbabwe.

The Ministry explained:

“The Ministry of Justice, Legal and Parliamentary Affairs, through the Department of Deeds, Companies and Intellectual Property, hereby notifies stakeholders and the public of the official launch of the Title Deeds Validation and Re-Issuance Pilot Programme.”

Authorities said the initiative is meant to transition Zimbabwe to a Digital Land Administration Platform (DLAP).

Officials added:

“The objective of the Programme is to facilitate the transition from existing title deeds to a secure and efficient digital land administration framework.”

The Government said the programme started on 1 April 2026 and will run for two weeks as a pilot phase before nationwide rollout.

Officials further stated:

“The Pilot Programme… is intended to test and refine the operational processes of the Digital Land Administration Platform prior to its nationwide implementation.”

Authorities said the system will improve accessibility, security, and public confidence in property ownership records.

Property Owners Given Two Years To Convert Title Deeds

Government authorities confirmed that under Statutory Instrument 76 of 2025, property owners will be required to convert their title deeds into digital format.

The Ministry explained:

“All property owners are required to convert their existing title deeds into digital format within a period of two (2) years.”

During the pilot phase, selected conveyancers will handle applications from property owners.

Officials added:

“Conveyancers will receive and submit applications for validation and digital re-issuance on behalf of property owners.”

Authorities said the Deeds Registry will then verify authenticity before issuing digital title documents.

Officials said safeguards have been introduced to protect property records.

The Chief Registrar stated:

“Comprehensive safeguards have been instituted to preserve the integrity, authenticity, and legal validity of all records and title deeds processed under this Programme.”
