Job Opportunity: Associate National Finance and Budget Officer at UNESCO Harare Office

UNESCO invites applications from qualified Zimbabwean nationals for the position of Associate National Finance and Budget Officer at its Harare Regional Office. This critical role supports the effective financial management and budget administration of the Regional Office and its Antennas, contributing to efficient resource allocation, compliance with internal controls, and overall operational excellence.

Key Responsibilities

The successful candidate will work under the authority of the Regional Office Director and direct supervision of the Senior Operations Officer, with functional guidance from the ADG/ADM. The officer will:

  • Support budget planning and preparation processes, including reviewing donor project budgets and aligning them with UNESCO’s financial regulations and IPSAS standards.

  • Monitor budget implementation, ensure compliance with rules, and provide regular reporting and corrective actions when needed.

  • Certify financial transactions, manage expenditures, perform reconciliations, and ensure timely financial closures.

  • Assist with property and asset management, cash flow analysis, and donor financial reporting.

  • Build internal capacity by guiding staff on budget and financial procedures and promoting knowledge sharing.

Required Qualifications

  • Master’s degree in Finance, Accounting, or a professional accounting qualification equivalent to a Master’s, or a Bachelor’s degree with two additional years of relevant experience.

  • Minimum of two years’ relevant professional experience in finance, accounting, or administration.

  • Strong analytical, planning, and IT skills, including ERP systems.

  • Fluency in English is essential.

Desirable Qualifications

  • Experience with international organizations or UN agencies.

  • Knowledge of another official UNESCO language (Arabic, Chinese, French, Russian, or Spanish).

Benefits

The starting annual salary for this position is approximately USD 49,862, with additional benefits including 30 days of annual leave, medical insurance, family allowances, and pension plans, depending on eligibility.
