VID Clarifies Pre-2023 Class 2 Licence Holders Do Not Need To Retake Driving Tests
The Vehicle Inspectorate Department (VID) has moved to clear up confusion surrounding Zimbabwe’s new driver licensing framework, confirming that motorists who obtained Class 2 driver’s licences before the introduction of Statutory Instrument (SI) 119 of 2023 will not be required to sit for fresh driving tests.
The clarification comes after many drivers questioned whether the changes introduced under the new regulations affected licences issued under the previous system. Some motorists feared they would have to undergo another driving assessment or apply for new licences to continue driving vehicles they had been legally authorised to operate for years.

Pre-2023 Licence Holders Keep Their Driving Privileges
Speaking during an interview, VID Belvedere Depot Manager Caroline Tshuma said the new regulations do not take away the rights of drivers who qualified before SI 119 of 2023 came into effect.
She explained that motorists holding Class 2 licences issued under the old licensing framework remain legally entitled to drive Class 4 and Class 5 vehicles without being retested.
Tshuma said the privileges attached to those licences remain intact because they were issued under the legal provisions that existed before the new statutory instrument was enacted.
VID Seeks To End Motorists’ Uncertainty
The clarification is expected to end months of uncertainty among motorists who were unsure how the new licensing framework affected licences obtained before the law changed.
Questions had been raised by drivers who believed they might be forced to repeat the testing process or obtain additional licences to continue driving vehicle classes they had previously been permitted to operate.
VID has now made it clear that no such requirement exists for holders of pre-SI 119 of 2023 Class 2 licences. As long as their licences remain valid, they can continue driving Class 4 and Class 5 vehicles under the rights granted when those licences were originally issued.
