Colonel Dr Miniyothabo “Minnie” Baloyi-Chiwenga has explained how her new doctorate could assist Zimbabwe’s Government.
Baloyi-Chiwenga recently graduated with a Doctor of Business Leadership degree from Midlands State University.
Speaking to Central Radio after graduating, she discussed the research behind her academic achievement.
Her doctoral research examined the difficult relationship between defence spending and civilian priorities.
The subject is commonly known as the “guns versus butter” dilemma.
Baloyi-Chiwenga explained that governments often face difficult decisions when allocating limited national resources.
Therefore, her research focused on developing a framework that could guide policymakers.
She said the framework could help Government distribute resources fairly across competing sectors.
Finding Balance Between Defence and Development
According to Baloyi-Chiwenga, defence remains important for protecting national security and stability.
However, governments must also fund essential services and development programmes.
These priorities include healthcare, education, infrastructure and other civilian needs.
Consequently, policymakers must carefully consider where public money delivers the greatest national benefit.
Her research explored how leaders can balance these competing demands responsibly.
The doctorate also strengthens her authority within discussions involving defence and national resource allocation.
Furthermore, her research provides an academic perspective on Zimbabwe’s long-term policy decisions.
She said she felt proud to have contributed academically to the field through her studies.
Minnie Chiwenga Encourages the Girl Child
Meanwhile, Baloyi-Chiwenga used her graduation to encourage young Zimbabweans to pursue education.
She placed particular emphasis on encouraging the girl child to work hard.
Baloyi-Chiwenga said she had followed every important stage of the educational journey herself.
Therefore, she wanted young people to understand that success does not require shortcuts.
Instead, she encouraged them to remain disciplined, committed and persistent.
She stressed that hard work eventually produces results.
Her achievement now offers an example to girls pursuing leadership, education and professional careers.
Ultimately, Baloyi-Chiwenga’s doctorate combines academic research with practical questions facing Zimbabwe’s policymakers.
Her work highlights the continuing challenge of balancing national security with development spending.
