ZACC Busts Fake Tongaat Hulett Sugar Packaging Operation In Harare, Woman Arrested
A Harare woman has been arrested after authorities uncovered an operation repackaging sugar into bags carrying counterfeit Tongaat Hulett branding.
Spiwe Mutandwa was arrested on Saturday following a raid at a house in Southlea Park.
The operation was uncovered by the Zimbabwe Anti-Corruption Commission (ZACC), which seized the suspected counterfeit packaging materials and sugar.

More than 3.6 tonnes of sugar seized
ZACC spokesperson Simiso Mlevu said investigators found a truck carrying more than 3,600 kilogrammes of sugar.
The sugar had reportedly been packed into 2kg bags displaying fake Tongaat Hulett labels.
Investigators also recovered a weighing scale and equipment allegedly used to package the sugar.
The truck, sugar and packaging equipment were seized and will form part of the evidence in the case.
Woman faces fraud charges
Mutandwa is facing allegations of fraud and breaching laws protecting registered trademarks.
ZACC said the trademark-related charge falls under Section 84(1)(b) of the Trade Marks Act [Chapter 26:04].
She is expected to appear before the Harare Magistrates’ Court on Monday, 31 August 2026.
The allegations have not yet been tested in court.
ZACC warns consumers
The anti-corruption body has warned against the repackaging and sale of consumable goods using counterfeit branding.
Mlevu said criminals could put consumers at risk by passing off repackaged products as genuine goods.
“ZACC warns criminal-minded people against repackaging consumable products in fake-branded bags and selling them as genuine products,” said Mlevu.
The commission also urged consumers to be cautious when buying packaged products.
It advised Zimbabweans to purchase goods from registered retailers and carefully inspect packaging before making purchases.
Consumers should look out for signs of tampering, spelling mistakes and poorly sealed packaging, according to ZACC.
The commission said such checks could help consumers identify potentially counterfeit products.
