Special Presidential Bonus For Zimbabwe Civil Servants In Addition To Regular Annual Bonus

In a major pre-festive season announcement, the Zimbabwean government has revealed a new package of benefits for its civil servants. The deal includes a special bonus directly from the president, a restored car import rebate, and promises to fix a critical medical aid society. The offer was detailed in a press statement from the Minister of Public Service, Labour and Social Welfare, Edgar Moyo, on October 16, 2025.

According to the statement, the government remains committed to improving the welfare of civil servants. The new interventions are the result of ongoing engagements between the government and its employees.

Cash Bonus And Car Rebates Announced

The most immediate benefit is a direct cash payment dubbed the “Special Presidential Bonus.” This once-off payment of US$150 (approximately R2,850) is designed to provide festive season relief. It will be paid in two equal parts in November and December of 2025. Crucially, the government has confirmed this is an extra payment.

The press statement explicitly notes this will be “in addition to the regular annual bonus and salaries.” Furthermore, a popular vehicle rebate scheme for civil servants is being fully restored. The benefit will be returned to its 2022 levels, as reflected in Statutory Instrument 124 of 2022, and will take effect from December 1, 2025.

Promises To Fix Healthcare And Housing

Beyond the immediate financial incentives, the government has addressed long-standing issues with healthcare coverage. Many government workers have been left without medical cover due to defaults by their medical aid society. The government has now pledged to recapitalise the Premier Service Medical Aid Society (PSMAS). The stated goal is to ensure sustainable access to quality healthcare for public servants. On the housing front, the government is promoting home ownership through a new initiative.

The statement identified 26,000 housing stands for allocation. It specified that 20,000 stands are located in Harare, with a further 6,000 in Bulawayo. The government has also indicated that more allocations are planned across the country in the future.

A “Motivated And Productive” Public Service

Minister Edgar Moyo framed these measures as a reaffirmation of the government’s dedication. He stated that the package is part of ongoing efforts to build a motivated and productive public service. The government believes these steps will ensure the continued contribution of its workers to efficient service delivery. The announcement has set the stage for the final quarter of 2025, with civil servants anticipating the first instalment of the special bonus in November.
