Zimbabwe Government Bans Establishment of Fuel Stations in Residential Areas
The Government of Zimbabwe has banned the establishment of new fuel service stations in residential areas, with immediate effect.
Government Sets Traffic and Buffer Requirements for Fuel Stations
Speaking on the ban, Chief Director of Spatial Planning and Development, Shingirai Mushamba announced that fuel service stations would no longer be permitted in residential zones unless they form part of approved shopping centres
He emphasised that all stations must comply with statutory buffer requirements to maintain safe distances from surrounding properties.
In addition, he stated that developers are required to incorporate road widening or turning lanes as part of their site planning to manage traffic flow effectively and reduce congestion or accidents.
“Fuel stations must comply with statutory buffer requirements and include road widening or turning lanes to manage traffic,” he said, adding that the regulation protects both motorists and residents living nearby.

Expedited Waiver Process for Land-Use Changes
In addition, the Ministry announced that an expedited waiver process for land-use changes will take effect on February 10, 2026.
Under the new system, developers will submit applications directly to local councils instead of central ministry offices, allowing for faster initial processing at the local level.
Councils will compile weekly tables of applications, which provincial deputy directors will vet before forwarding them to the Permanent Secretary.
Monitoring and Enforcement
Mushamba said compliance will be closely monitored through mandatory quarterly reports, with enforcement supported by a whole-of-council approach involving the Zimbabwe Republic Police where necessary. He emphasised that the Government’s goal is to ensure that urban developments adhere to planning guidelines while providing flexibility for approved projects.
“The waiver system allows developers to move forward while still protecting residential communities from unsuitable developments,” Mushamba said, stressing that transparency and oversight remain a top priority.
