Zimbabwe Government Gazettes New Public Service Vehicle Fees Under SI 6 of 2026
Government has gazetted Statutory Instrument 6 of 2026, amending the Road Motor Transportation (Public Service Vehicles) Regulations.
The move is aimed at standardising fees, tightening compliance, and modernising the regulation of public service vehicles.
Minister Amends Existing Transport Regulations
According to the Government Gazette, the amendments were made by the Minister of Transport and Infrastructural Development in terms of Section 52 of the Road Motor Transportation Act [Chapter 13:15].
The changes amend the Road Motor Transportation (Public Service Vehicles) Regulations of 1998, as previously adjusted under Statutory Instruments 297 of 2020 and 159 of 2022, through the repeal and substitution of the Fourth Schedule.
New Licence and Route Authority Fees Introduced
Under the revised Fourth Schedule, the application and licence fee for an operator’s licence valid for three years has been set at US$125, while a duplicate operator’s licence will cost US$135.
Applications for route authority, including duplicates, will attract a fee of US$20 per vehicle.
Revised Foreign Operator Licence Charges
The amendment also revises fees for foreign operator licences, payable in United States dollars only. Under the new regulations, a licence valid for 14 days will attract an application fee of US$100 and a licence fee of US$400, while a 28-day licence will cost US$150 (application) and US$500 (licence).
A 42-day licence will require US$200 in application fees and US$600 for the licence, a 56-day licence US$250 and US$700 respectively, a 70-day licence US$300 and US$800, and an 84-day licence US$350 in application fees with a US$900 licence fee
Bilateral and COMESA Permit Fees Standardised
Bilateral permits and COMESA Treaty permits, including duplicate applications, have been standardised at US$50 per permit, according to the new regulations.
Updated Transit Charges for Regional Vehicles
The amendment further revises transit charges for public service vehicles registered in neighbouring countries.
Vehicles registered in Mozambique will be charged US$25 for every 100 kilometres travelled or part thereof.
For vehicles registered in Malawi, transit charges per 100 kilometres have been set at:
- US$14 for rigid trucks up to three axles
- US$18 for trucks with more than three axles
- US$7 for omnibuses
