Zimbabwe Launches Specialised Anti-Drug Courts In The War Against Drug Abuse

The Judicial Service Commission of Zimbabwe has officially launched a network of specialised courts dedicated solely to prosecuting cases involving drug and substance abuse. The bold initiative aims to fast-track the legal process and ensure that offenders face the full might of the law.

The announcement was made by Dr Walter Chikwana, the Secretary of the JSC, during a high-level training programme for senior legal officers held in the capital.

Dr Chikwana revealed that the commission has already identified and assigned specific magistrates and prosecutors nationwide to handle the escalating number of cases.

“We have established Anti-Drug and Substance Courts in our courts around the country,” he stated. “We have identified two magistrates and two prosecutors who have been designated to deal with matters of this nature.”

This targeted approach is designed to create a cadre of legal experts capable of efficiently managing the complex nuances of drug-related litigation.

The establishment of the courts is being supported by an intensive training programme, currently taking place at the Rainbow Towers Hotel in Harare, involving forty-four senior magistrates and prosecutors. Dr Chikwana emphasised that the specialised instruction is critical to the mission’s success.

“We feel it is necessary to bring together senior magistrates and prosecutors to undergo this training so that they properly and legally deal with the scourge,” he explained.

The curriculum is comprehensive, covering a wide range of topics, from legislative frameworks and sentencing guidelines to the ethical handling of vulnerable individuals and complex forensic evidence.

The training delves into the intricate details required for a successful prosecution. Presentations by High Court judges and senior law officers will equip attendees to avoid common investigative pitfalls and understand the profound societal impact of drug abuse.

A Coordinated Assault on a National Scourge

By creating a dedicated system, the JSC intends to send a clear message of zero tolerance. The specialised courts are expected to improve conviction rates and standardise sentencing for drug offences, moving beyond a piecemeal approach to a cohesive, national strategy. The ultimate goal is to dismantle the networks fuelling addiction and provide a deterrent through the swift and particular application of justice.
