Zimbabwe Miners Ordered To Pay US$3,000 Each For ZANU PF Conference, Told Fee Is Mandatory

Miners in Manicaland have been ordered to pay US$3,000 (about R55,000) each towards Zanu PF’s upcoming 22nd National People’s Conference. The directive has been described as “mandatory” in an official letter signed by the Minister of State for Provincial Affairs and Devolution, Misheck Mugadza, on 28 September 2025.

Letter Sent To Miners

According to the letter, which bore the Office of the President and Cabinet’s letterhead, the payment must be made by October 2, 2025.

The minister wrote:

“As per the resolution, all miners are required to contribute a minimum of US$3,000 towards the fundraising efforts for the conference. This contribution is mandatory and aims to support the success of the conference.”

The communication followed a provincial fundraising meeting held in preparation for the conference, which will take place in Mutare from October 13 to 18, 2025.

Miners React With Anger

The directive has sparked outrage among miners in the province. One small-scale miner told ZimLive that the move is placing further strain on an already difficult operating environment.

He said:

“This is extortion. We are already struggling with high operational costs, electricity shortages, and poor prices for our minerals. Now we are being forced to bankroll a political party event.”

Several miners accused the authorities of misusing government offices to advance party business.

Critics Point To Blurred Lines

Observers argue the decision reflects the thin line between state institutions and party structures. Critics say the use of official government channels for party fundraising sets a troubling precedent.

The Zanu PF conference is a flagship event on the party’s annual calendar. It typically draws thousands of delegates from across Zimbabwe and is used to consolidate political support and set policy direction.

Mutare, the provincial capital, will host this year’s gathering, bringing the issue directly into the spotlight as the payment deadline approaches.
