ZIMRA Announces New Presumptive Tax Rates For Kombis, Taxis And Trucks – ZINARA To Collect
The Zimbabwe Revenue Authority (ZIMRA) has announced new presumptive tax rates for commuter omnibuses, taxis, driving schools and heavy trucks. The Zimbabwe National Road Administration (ZINARA) will now be responsible for collecting the taxes.
Public Notice Issued On 5 September 2025
The announcement was made in Public Notice No. 51 of 2025, dated 5 September 2025. ZIMRA said the changes were made in line with Section 36C of the Taxes Act, read with Section 22C of the Finance Act [Chapter 23:04].
The statement said:
“The Zimbabwe Revenue Authority (ZIMRA) wishes to remind the listed below category of presumptive tax taxpayers that in terms of Section 36 (C)1(1b), the Zimbabwe National Road Administration is the agent of the Zimbabwe Revenue Authority for the collection of the following presumptive taxes.”
The new presumptive taxes, charged monthly, are as follows:
- Commuter omnibuses:
- 8–14 passengers: US$50 (R930) per month, US$600 (R11 160) per year
- 15–24 passengers: US$60 (R1 116) per month, US$720 (R13 392) per year
- 25–36 passengers: US$80 (R1 488) per month, US$960 (R17 856) per year
- 37 passengers and above: US$100 (R1 860) per month, US$1 200 (R22 320) per year
- Taxi-cabs:
- Not more than 7 passengers: US$35 (R651) per month, US$420 (R7 812) per year
- Driving schools:
- Class 4: US$50 (R930) per month, US$600 (R11 160) per year
- Class 1 & 2: US$100 (R1 860) per month, US$1 200 (R22 320) per year
- Goods vehicles:
- More than 10 tonnes but less than 20 tonnes: US$200 (R3 720) per month, US$2 400 (R44 640) per year
- More than 20 tonnes: US$500 (R9 300) per month, US$6 000 (R111 600) per year
- 10 tonnes or less, but with trailers weighing more than 15 but less than 20 tonnes combined: US$500 (R9 300) per month, US$6 000 (R111 600) per year
Strict Payment Conditions
ZIMRA warned that those who fail to pay will not be able to renew or obtain licences.
The authority said:
“No licence will be issued if a taxpayer has not paid the presumptive tax or produced a tax clearance certificate. Taxpayers are urged to comply.”
The new taxes apply only to vehicles being used for commercial purposes.
ZIMRA stated:
“The affected vehicles are those carrying goods or passengers for hire or reward.”
While the figures are quoted in United States dollars, all payments must be made in local currency at the prevailing exchange rate.
The notice explained:
“A person who is liable to presumptive tax in terms of Section 36C of the Taxes Act as read with Section 22C of the Finance Act [Chapter 23:04] shall pay such tax in a local currency, at the official rate of exchange on the day of payment, notwithstanding the currency of trade.”

The notice closed with ZIMRA’s familiar slogan:

This development means transport operators across the country will need to factor in new costs, with heavy truck owners facing the largest obligations, paying up to US$6 000 (R111 600) annually in presumptive taxes.
