Mnangagwa Reshuffles Cabinet, Moves Muswere From Information Ministry

President Emmerson Mnangagwa has made a mini-cabinet reshuffle, moving Dr Jenfan Muswere from the Ministry of Information, Publicity and Broadcasting Services to the Ministry of Skills Audit and Development, while appointing Dr Zhemu Soda as the new Information Minister and shifting Professor Paul Mavima to the National Housing and Social Amenities.

The changes were announced on 11 February 2026 in a press statement issued by the Ministry of Information, Publicity and Broadcasting Services.

Immediate Effect Announced

In a statement posted on 11 February 2026, the Ministry of Information, Publicity and Broadcasting Services confirmed the changes.

“In terms of Section 104, Subsection (1) of the Constitution of Zimbabwe, His Excellency the President, Dr Emmerson Dambudzo Mnangagwa has re-assigned the under-listed Ministers as follows:

Hon. Dr. Jenfan Muswere: Minister of Skills Audit and Development
Hon. Prof. Paul Mavima: Minister of National Housing and Social Amenities
Hon. Dr. Zhemu Soda: Minister of Information, Publicity and Broadcasting Services

The re-assignments are with immediate effect.”

The statement was signed by Chief Secretary to the President and Cabinet, Dr Martin Rushwaya, and dated 11 February 2026.

The announcement was published under the banner “Re-Assignment of Ministers” by the Department of Presidential Communications in the Office of the President and Cabinet.

Dr Zhemu Soda now takes over the Information, Publicity and Broadcasting Services portfolio with immediate effect, while Professor Paul Mavima replaces Dr Soda at the Ministry of National Housing and Social Amenities.
