Motorbikes, Trailers Excluded From ZBC Radio Licence Payments
Confusion surrounding ZBC radio licence payments for motorbike owners has been cleared after the Government confirmed that the category of vehicles is exempt from the charges.
Addressing Parliament on Wednesday, Deputy Minister of Information, Publicity and Broadcasting Services Omphile Marupi said motorbikes, trailers, tricycles and some moving machinery are not required to pay the broadcasting fee during registration.

Clarification After Public Concerns
The issue had sparked debate among motorists, particularly over why owners of motorbikes would be expected to pay radio licence fees when many of the vehicles are not fitted with radio receivers.
Marupi explained that the exemption is already incorporated into the vehicle licensing system, meaning affected motorists are not charged and do not need to apply separately for exemption.
He said the arrangement has existed since the Government introduced the mandatory vehicle radio licensing framework in July 2025.

No Additional Payment Required
According to the Government, the system automatically identifies exempt vehicle categories during processing, preventing any radio licence charges from being added.
The clarification means motorbike owners can proceed with licensing their vehicles without first paying for a ZBC radio licence.
Debate Over Radio Licence Policy Continues
Zimbabwe’s mandatory radio licence policy has remained a contentious issue since it was linked to vehicle licensing and insurance compliance.
Critics have questioned the inclusion of vehicles or machinery that may not have installed radio receivers.
Government, however, maintains that exempt vehicle categories are already catered for under the current system.
